Heated tobacco products fall under the general category of tobacco products in the Netherlands under the Tobacco and smoking products law and are considered novel tobacco product under Tobacco and smoking products decree. That said, the government plans to introduce a specific legislation for heated tobacco products. The Netherlands is currently undergoing a huge overhaul of it’s tobacco legislation, part of which includes an extension of the smoking ban to cover heated tobacco and e-cigarettes as of July 2020.
