Since 2006, tobacco products in Luxembourg have been regulated by the Anti-Tobacco Act. The law banned the advertising of tobacco products, sales of tobacco to minors and smoking outdoors.
Regulation of heated tobacco in Luxembourg is not likely to change in 2021. At this point, the policymakers would rather wait for the revision process of the Tobacco Products Directive (TPD) and the directive concerning tobacco tax at the EU level. Depending on the outcome of these processes, the country could decide to impose further restrictions on smokeless tobacco and impose an excise duty tax.
