Sales of all smokeless tobacco products have been prohibited in Malta since 1988. This means it is illegal to sell heated tobacco and snus products.

Novel tobacco was regulated in 2016, but these rules do not apply to heated tobacco products as they now exist. The use of heated tobacco is legal, but is restricted in public spaces, just like smoking. Nicotine pouches are a relatively new product for the authorities and are still not regulated.
