We expect some imminent changes to the current Ukrainian framework that would reflect the EU Tobacco Products Directive (TPD). Bill 4358 aims to introduce product restrictions, labelling and notification requirements for heated tobacco products, bringing Ukraine in line with most of Europe. Tobacco snus would be also prohibited in Ukraine. The second reading of the bill should take place in autumn 2021.

This report covers the current regulatory regime in place in Ukraine for heated tobacco, snus and nicotine pouches and also discusses any possible near-future regulatory changes.
