Russia: heated tobacco and herbal heated product regulation, April 2025

Law 15 on protecting the health of citizens from the effects of tobacco smoke and the consequences of tobacco consumption (Tobacco Act) was amended in July 2021 to extend tobacco restrictions to heated tobacco products (HTPs) and devices in Russia. Herbal heated products are not covered by the tobacco legal framework.
