Russia: oral tobacco and nicotine pouch regulation, April 2025

Under the Tobacco Act, snus and nasvay are oral tobacco products that are prohibited in Russia. Nasvay is a moist, powdered tobacco dip consumed mostly in Afghanistan, Pakistan, Iran, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan.

However, chewing tobacco is allowed and is subject to general tobacco restrictions on sales, advertising and age limits.

Nicotine pouches are prohibited in Russia, and there are no signs that the government plans to revise its stance on these products.
