Wholesale and retail trade in most oral products, including snus and nicotine pouches, are not allowed in Russia. This ban does not apply to chewing tobacco. Online sales are prohibited.

Track and trace registration and labelling are required for chewing tobacco. Tax rates for tobacco products will continue to rise over the next few years.
