Saudi Arabia: heated tobacco regulation, January 2024

The restrictions on importing heated tobacco to Saudi Arabia were lifted in 2019. A standard setting up new health warnings and packaging requirements for heated tobacco products in Saudi Arabia was introduced in 2021.

These products have been legalised in Saudi Arabia and treated as any other tobacco product in areas such as taxation, public usage or retail restrictions since the enactment of supreme decree 38621 (11/7/1440H). It was then regulated under the existing Anti-Smoking Law, which brought it under the tobacco regime and defined the restrictions for public usage, advertising and retail sales.
