There are unlikely to be any changes in the regulatory framework for chewing tobacco and nicotine pouches in the short term, as both products is already specifically regulated. It is unlikely that oral tobacco will be legalised. Any longer term changes will likely come as a consequence of the ongoing review of the EU tobacco framework – the Tobacco Products Directive (TPD) and the Tax Directive (TED) – in the next few years due to Serbia’s status as an EU candidate.
