Portugal: oral tobacco and nicotine pouch regulation, March 2025

The sale of tobacco for oral use is prohibited in Portugal. This ban covers snus, but does not cover chewing tobacco. It was confirmed by the Directorate-General of Health (DGS) that chewing tobacco must comply with the provisions of tobacco products. The DGS told TobaccoIntelligence that nicotine pouches without tobacco are not regulated by tobacco legislation.

Nicotine pouches are expected to be covered by the new EU Tobacco Products Directive (TPD), which will eventually have to be transposed into national law, but no implementation date has been set.
