Since the country is not an EU member state, it has not implemented the Tobacco Products Directive (TPD) into its law. The country joined the WHO Framework Convention on Tobacco Control in 2020. This means that by 2025 (five years after the ratification) the country must enact tobacco prevention regulations, such as banning all tobacco product advertising and marketing on TV, radio and other media and prohibiting advertising that suggests tobacco products are healthy.

This report provides an overview of the current regulatory framework in place for heated tobacco products in Andorra, covering all policy areas.
