The Tobacco and Vaping Products Act (TVPA) tackles product requirements, and advertising and retail restrictions for tobacco and vaping products. There is no special category for oral tobacco, instead all tobacco-containing products consumed orally are classified as tobacco products, which are defined as products made in whole or in part of tobacco. Nicotine pouches are regulated by the Food and Drugs Act (FDA).
