France shifts stance on nicotine pouches, paving the way for a potential ban

In a sharp policy reversal, France has dropped plans to tax nicotine pouches. It is now likely to pursue an outright ban through future legislation or decree, following the Senate’s adoption of the 2025 Social Security Budget Bill – which has excluded any new excise tax on these products.

Former French health minister Geneviève Darrieussecq announced in October 2024 her intention to ban nicotine pouches, citing public health concerns and their increasing use among young people. However, this proposal sparked heated debate, with experts and organisations warning that an outright ban could be counterproductive and drive consumers towards the black market or more harmful alternatives.
