Hungary: The government yesterday notified the European Commission via the TRIS notification system of a bill that would regulate nicotine pouches, including product restrictions, notification and labelling requirements. These would include a ban on additives listed in Annex 4 of Government Decree 39/2013, a limit of 17 mg of nicotine per pouch, an obligation for manufacturers and importers to notify products before placing them on the market, the requirement of a health warning, and a maximum capacity of 20 pouches per box.

Hungary: The Ministry of Finance has told TobaccoIntelligence that approximately HUF63.8bn (€162.4m) was collected in taxes on heated tobacco products in 2022, while approximately HUF27bn (€69m) was raised in tax on nicotine pouches.

Hungary: Parliament last week adopted a law closing a legal loophole that allowed nicotine-free herbal sticks compatible with heating devices to be sold in places other than national tobacco shops, press reports. From February 2023, these sticks will also be subject to excise duty.

Hungary: The standstill period for the EU TRIS notification of a bill to restrict sales of herbal nicotine-free sticks compatible with heated tobacco devices to national tobacco shops only ends tomorrow, 12th August. The bill also seeks to apply certain advertising restrictions to these products.
