Oral tobacco products are banned in Iceland, with the exception of chewing tobacco.

Product restrictions for chewing tobacco are likely to be enacted in early 2023 as a result of the upcoming transposal of the EU Tobacco Products Directive (TPD) into the Icelandic legal regime.

Further restrictions to nicotine pouches are rather unlikely, except for eventual flavour restrictions.

This report provides a detailed overview of the current regulatory framework for oral tobacco and nicotine pouches in Iceland, covering all policy areas.
