Israel: oral tobacco and nicotine pouch regulation, August 2022

Oral tobacco products fall under the scope of the tobacco regulations in Israel, and snus is permitted. Our interpretation of the law is that tobacco-free nicotine pouches are legal but outside the scope of the tobacco regulation, though we believe that it is only a matter of time before this changes.

This report provides a summary of the current regulatory framework in place for oral tobacco and nicotine pouches in Israel, covering all policy areas from taxation and advertising to labelling, notification and retail channels.
