Under Regulations 67/2016, smokeless tobacco – which is a tobacco product not involving a combustion process, including chewing tobacco, nasal tobacco and tobacco for oral use – cannot be imported, sold or manufactured. In the future, should smokeless tobacco become legal, the wider tobacco framework could apply. The framework for nicotine pouches could be outlined in the next few years, especially following the revision of the EU Tobacco Products Directive (TPD).
