Poland: oral tobacco and nicotine pouch regulation, March 2024

No changes are expected to take place in relation to oral tobacco products in Poland; however, some changes could take place for nicotine pouches. The new government has not shown any interest in specifically regulating them but the review of the EU Tobacco Products Directive (TPD) could include them under its scope, regulating them in the same way as other tobacco alternatives, such as e-cigarettes.

This report offers detailed analysis of the current regulatory framework in place for oral tobacco and nicotine pouches in Poland, covering all policy areas from notification and labelling to advertising and taxation.
