Regulatory report: Norway – heated tobacco and modern oral products, August 2020

Although Norway is not a member of the European Union (EU), it is part of the European Economic Area (EEA), which gives it access to the EU’s internal market. As an EEA member, Norway has to harmonise its trade policy with the EU, so adopting the Tobacco Products Directive (TPD) in 2021 will be a natural step. According to the Ministry of Health, heated tobacco products and tobacco-free snus could be legalised and regulated in 2021 when Norway will most likely implement the TPD. This report covers all current and possible future regulations for these products in Norway, as well as the the relevant laws and governing bodies involved.
