Online sales of both consumables and devices are banned in Russia.

In the coming years, product and packaging rules will be adopted under the umbrella of the Eurasian Economic Union (EAEU). Currently, it is not clear to what extent the regulation will harmonise the framework across the EAEU, but it appears that it will tackle only nicotine products.
