Spain: oral tobacco and nicotine pouch regulation, February 2024

As in the other EU member states (except Sweden), the sale of oral tobacco products is explicitly banned in Spain, except for chewing tobacco. While currently, only consumer rules apply to nicotine pouches.

The government has been saying for years that it will be introducing new restrictions for tobacco and nicotine products. Most recently, the health minister confirmed that an amendment to the tobacco law is going to be introduced in the coming months, but no further details have been provided, meaning it is unclear if and to what extent the proposal will affect the sector.
