UK: HnB, oral tobacco and nicotine pouch regulation, April 2022

The Tobacco and Related Products Regulations 2016 introduced a special category of tobacco – novel tobacco product, which is defined as a product supplied after May 2014, different from tobacco, cigarettes, cigars, cigarillos, hand rolled tobacco, pipe or waterpipe tobacco, chewing, nasal or oral tobacco. By the end of 2022, a new tobacco control plan will be published. While it may result in regulating nicotine pouches, it is unlikely that it proposes legalisation of snus or strengthening of the heated tobacco rules.
