Federal and state regulation of herbal heated products in the US

Herbal cigarettes and herbal heated sticks contain a mixture of herbs instead of tobacco leaves and are used as an alternative to tobacco and nicotine, as they should not contain either. While these products are perceived as a safer alternative by the general public, some studies have concluded that herbal cigarette smoke contains some toxic components, which are similar to regular combustible tobacco products; however, there is no comprehensive overview or analysis of their effects.

This report examines both US federal and state law, offering analysis of how herbal products for smoking are currently regulated.
